What we’re building

Epics & the forms that make them up

Each epic below groups the government forms and services this theme delivers.

As a driver or vehicle owner, I need to renew my licence and manage my vehicle's registration, inspection, and transfers online, so that I'm not losing half a day at the Pine for a routine renewal.

Forms & services
  • Driver's licence renewal – pay online, digital licence issued (50,000+ holders)
  • Learner permit application
  • Vehicle registration renewal online
  • Vehicle inspection booking
  • Vehicle importation permit
  • Vehicle ownership certificate & de-registration certificate
  • Vehicle ownership transfer (death of owner)
  • Duty-free vehicle concession

Trade & Professional Licences

As a tradesperson or licensed professional, I need to apply for and renew my licence online, so that I can keep working legally without losing days from my business sitting in a government office.

Forms & services
  • Trade licensing (electricians, plumbers, contractors)
  • Professional licence expansions (beauticians, barbers, massage therapists)

Transport & Fines

As a commuter or driver, I need to know when my bus is coming and to pay traffic fines online, so that I'm not standing at the stop guessing, or queueing at the Magistrates Court for a transaction that should take seconds.

Forms & services
  • Real-time bus tracking – GPS live arrivals
  • Traffic fines online payment (saves 11,000 court visits/year)

Grounded in citizen research

User needs this theme meets

The needs below come from the 2,054-citizen survey and are what this theme sets out to address.

L1

As a driver renewing my licence, I need to complete the entire renewal process – payment, verification, and receiving my licence – without having to visit the Barbados Licensing Authority (BLA) in person, so that I don't have to take time off work and queue at the Pine for something that should be routine.

L2

As a person using the BLA online portal, I need to understand the labels, steps, and options presented to me, so that I can complete my task correctly without guessing or making mistakes.

PT1

As a person who relies on public transport, I need to know when buses are scheduled and whether they are running on time, so that I can plan my day and don't end up waiting for an hour or more without knowing if a bus is coming at all.

X3

As a citizen who has started a government process online, I need to finish the entire process online – including payment, submission, and receiving the outcome – so that I don't have to take time off work to visit an office for the final step of something I've already done most of digitally.

X5

As a citizen who has submitted a request, application, or claim to any government service, I need to check the current status of that submission, so that I'm not left in the dark, forced to call or visit just to ask "where is it?"
