The big problems we're solving

12 Themes

Two overarching themes run across everything: GOV.BB – the single trusted place for all government information and services – and Standards, Platform Components & Register Specifications – the shared infrastructure every service is built on. Ten problem-based themes then organise the services citizens need most, grounded in real research and specific MDAs.

Overarching Theme A
GOV.BB

GOV.BB is the single, trusted front door for all government information and services in Barbados — consistent, accessible, and built to earn citizen trust.

Epics

The GOV.BB platform & design system, service finder, algorithmic tools — calculators for public holidays, annual leave, income tax, NIS contributions, maternity & paternity benefit, severance pay, benefits eligibility, and import duty.

Overarching Theme B
Standards, Platform Components & Register Specifications

The shared infrastructure — identity, payments, notifications, credentials, and authoritative data registers — that every government service is built on so no team starts from scratch.

Epics

An interoperability platform, payment gateway, notifications service, verifiable credentials, case management platform, data & API standards, and authoritative register specifications for citizens, businesses, land, and vehicles.

Citizens can book appointments, access their health records, and navigate the healthcare system online — reducing the friction that currently keeps people from getting the care they need.
Epics
Access to Care
As a patient with an ongoing prescription or who needs to see a doctor, I need to arrange my appointments and refills online, so that I can get care and medication easily without joining the early morning queues.
Medical Professional Registration
As a medical professional renewing my registration, I need to complete the entire renewal online, so that I can stay licensed without making repeat trips to the Medical Registration Unit.
Health & Safety Compliance
As a food vendor or business owner, I need to apply for and manage my health and fire safety licences online, so that I can stay compliant without visiting multiple offices or losing time from my business.
User needs
H1

As a person who needs to see a doctor at a polyclinic or Queen Elizabeth Hospital (QEH), I need to arrange an appointment at a time that works for me, so that I don't have to arrive hours before the facility opens and wait indefinitely to be seen.

H2

As a patient with an ongoing prescription, I need to pick up my medication quickly when I arrive at the pharmacy, so that I don't spend hours waiting for something that has already been prescribed.

H4

As a patient or caregiver attending a polyclinic or Queen Elizabeth Hospital (QEH), I need to find out my test results without attending an appointment in person, so that I don't take time off work and wait for hours only to be told everything is fine.

X3

As a citizen who has started a government process online, I need to finish the entire process online – including payment, submission, and receiving the outcome – so that I don't have to take time off work to visit an office for the final step of something I've already done most of digitally.

Citizens and businesses can understand, manage, and meet their tax and NIS obligations online — and know exactly what they’re entitled to in return.
Epics
Tax Filing & Compliance
As a self-employed worker, I need to register for tax and get reminded of my deadlines online, so that I'm not hit with penalties for dates I never knew about.
NIS Contributions & Claims
As a citizen who has filed an NIS claim, I need to see where it stands and manage my contributions online, so that I'm not waiting a year with no updates wondering whether anyone is looking at it.
Benefits & Financial Assistance
As a citizen who may be entitled to help, I need to check my entitlements and apply for relief online, so that I can get the support I'm owed without trekking to multiple offices.
User needs
T1

As a taxpayer or business owner, I need to be told when my tax obligations are coming due, so that I can pay on time and don't discover I owe money only after penalties have accrued.

T2

As a taxpayer who accesses government services on my mobile phone, I need to use TAMIS and BRA portals without difficulty on any device, so that I can manage my tax affairs without frustration.

T3

As a taxpayer preparing to file, I need to understand what I'm being asked, know whether I have everything I need, and be guided to the right form, so that I can file correctly without making unnecessary visits or needing professional help for a routine process.

T4

As a taxpayer who deals with income tax, land tax, and vehicle registration, I need to access all of my BRA services with a single login, so that I don't have to manage multiple passwords and navigate multiple systems for one revenue authority.

N1

As a person who has submitted a claim or application to NIS, I need to check the status of my submission at any time, so that I know it's being processed and I don't have to visit the office repeatedly just to ask what's happening.

N2

As a person making NIS contributions, I need to pay through a method that is reliable and easy to find, so that I don't have to visit the NIS office in person because the online payment option isn't working or isn't visible.

N3

As a retiree moving from a Treasury pension to an NIS pension, I need to receive my pension payments without interruption during the transition, so that I'm not left for months without income while two government departments coordinate.

Vulnerable citizens can find and apply for the support they’re entitled to without having to visit offices — removing the highest barriers for those with the fewest alternatives.
Epics

X7

As a citizen who primarily accesses the internet on my phone, I need to use government websites and portals on a mobile device without difficulty, so that I can access services from the device I use most.

Strategy

How we get there

Artificial intelligence runs through each of these priorities – not as a separate workstream, but as a capability that makes every digital service smarter, every decision faster, and every interaction more useful for citizens and caseworkers alike.

Digitise fast.

Every paper process delivered as a digital service is an immediate win for citizens. Speed reveals data flows and MDA readiness – both essential for deeper transformation.

Learn from the data.

Digital services show what's collected, duplicated, and siloed across MDAs. This intelligence designs the platform components and data-sharing opportunities.

Build platform once.

Gov Pay, Gov Notify, interoperability platform, Gov Credentials, and Case Management are shared infrastructure – not rebuilt per service or MDA.

Transform whole journeys with AI.

Once digital services and platform are in place, redesign entire life events – not individual services – across MDA boundaries. AI triage, AI-assisted form completion, and intelligent routing reduce errors and eliminate unnecessary visits – making the redesigned journey smarter than the sum of its parts.

AI as a government capability.

From AI-assisted case review to proactive notifications and the Gov.bb AI Assistant – AI isn't a separate project. It's the capability layer that makes every other investment compound.

AI plays a role in addressing several of these needs – from proactive notifications (X8) to intelligent status updates (X5) and cross-agency data sharing (X6).
